Any idea what this person is doing (besides apparently smoking)?

  I think he was check his gas tank. Once he finished he started the engine and roared off down the Hudson toward the end of Manhattan. I suspect that he worked on one of the barges in the harbor. There was a barge with a crane on it further down from where he left.
