LR made by Adobe is designed for photographers. Most people say they use LR 95% of the time. LR can’t do layers but almost anything else. It’s nondestructive and works in 32 bit instead of 16 bit for Photoshop. Once you import images into LR you can move them to an external drive using LR and it will see those images even with the drive disconnected. If they are saved in a certain format you are able to work with the image without connecting the driver.

Yes I can do that. I tried using Photoshop shake filter and it was too much. Thank God for LR.
